Providing municipality specific housing demand data within Council
Publishing an appraisal of current housing initiatives (eg. Big Housing Build, Commonwealth housing programs, State-Local agreements etc)
Publishing a brief action plan for your Council (as an alternative to a full social housing plan) and advice re planning and advocacy for key worker and social housing
Direct support when working with state and federal governments
Facilitating team meetings to monitor progress and build capacity (bimonthly or quarterly)
Providing phone advice as required
Undertaking an annual review

Our Team
Steve Dunn
Director
Steve has held senior executive positions in state and local government over more than 35 years with extensive experience in urban planning, social and affordable housing, and economic development, and more recently as a consultant.
This included roles as Planning Director in a number of Councils, Executive Director at Victorian Planning Authority, Director of Projects at Homes Victoria, and over ten years as a Board Member and Director at Housing First (formerly Port Phillip Housing).
In particular, Steve is experienced in assisting and providing advice to councils, community housing providers, developers and industry peak bodies to facilitate and guide affordable housing initiatives.
Steve is a Registered Planner and Fellow of the Planning Institute of Australia and holds tertiary qualifications is urban and regional planning and Masters in Business Administration.
Roger Hastrich
Director
Roger has been delivering consulting services across Victoria since 2007 having previously worked in both local and state government and the community sector in mental health, youth services and aged care.
Consulting projects over the past 16 years have included:
- Extensive work in business and strategic planning for community organisations, large and small
- Regional, multi-stakeholder service co-ordination / development projects particularly in Aboriginal care, aged care and disability services
- Governance and management coaching and support
- Service review and evaluation activities that drive service improvement and development
Housing has been a recurring focus throughout Roger’s consulting work, most recently in het development and delivery of a regional project geared towards building capacity and connections between Council, housing and service providers, developers, philanthropists and academics. This project played a major role in shaping a regional response to the Big Housing Build and other state initiates.
Roger’s skill set and interests include:
- Critical strategic thinking
- Stakeholder and community engagement
- Program / project evaluation and review
- Program and project documentation
Roger has a Bachelor of Education and a Diploma in Quality Assurance.
